Curriculum Vitae

Madan Singh Bhandari is a member of the Indian Foreign Service and has an experience of over 30 years in a variety of assignments in the Ministry and Missions abroad.

He started his service at the MEA Headquarters in New Delhi familiarizing himself with external publicity work in the XP Division.  In 1985, he was posted on his first overseas assignment at the Embassy of India, Maputo and in Indian Missions at Helsinki, Port Louis & PMI, Geneva, where he handled a range of jobs, including administration, commerce, consular, protocol, information, culture, etc.  During the subsequent periods intermittently spent at the headquarters, he has worked in Europe West Division and as Publicity Officer in XP Division of the Ministry where he was responsible for media facilitation during State visits of high level dignitaries abroad as well as of VVIPs visit to India.  He has worked in the Prime Minister’s Office during June 2007 to June 2009.

As part of his other overseas assignments, Mr. Bhandari has served in Consulate General of India, Vancouver as Consul and Head of Chancery where he handled consular, commerce, culture & administrative matters and he also headed the Economic Cooperation Wing in the Indian Embassy of Kathmandu as First Secretary during 2012-2015.  From July 2015 to July 2017, he was the Deputy Chief of Protocol in MEA.

Mr. Bhandari has a degree in Commerce from the Delhi University.  He speaks English, Portuguese and French.  He is a keen yoga practitioner.  Participates in sports activities and has run marathon races too.
